Probe Finds Changes Needed on VT Inmate Suicides

Vermont Human Resources Commissioner Kate Duffy says her office is just beginning its investigation into the conduct of Corrections Department workers prior to the suicide of an inmate at the Newport prison.

Duffy made the comments Tuesday at a hearing of the Legislature's Corrections Oversight Committee in which members were briefed on the investigations into the Aug. 30 suicide of inmate Robert Massey.

The Defender General's Office recommended a number of changes to prison procedures in the aftermath of Mossey's death.

Police say Mossey barricaded himself in a closet and hanged himself after another inmate who had access to the closet as part of cleaning duties left the door open for him.

Duffy told lawmakers her office could not begin its investigation until after police concluded their investigation.
