U.S. House Panel: Vermont Exchange Violates ACA

A U.S. House committee is investigating what it says is an apparent violation by Vermont of the federal health insurance overhaul law.
    
At issue is a Vermont state law that says starting next year, individuals and businesses with up to 50 employees have to get their health insurance through the newly established state exchange, called Vermont Health Connect.

Republican Representative Darrel Issa, chairman of the House Oversight and Government Reform Committee, says the Vermont requirement conflicts with a provision in federal law that says participation in state exchanges is voluntary.

Vermont state officials point to the very next section of the law, which says have the authority to regulate their insurance markets.
