Scott Milne, the Republican candidate for governor of Vermont, says he'd have an administration up and running quickly if he's elected by the Legislature this week.

Milne rebutted comments by Governor Peter Shumlin that state government would be "paralyzed" if lawmakers were to elect a governor who had not had a transition period to hire staff and write a budget.

Monday's comments came three days before an election on Thursday in which 180 lawmakers get to choose who should be Vermont's governor for the next two years.

Under the Vermont Constitution, lawmakers vote if no candidate won an outright majority in the November election.
