Albany County DA David Soares tells the Albany Times Union he backs Governor Andrew Cuomo’s recently announced plan to fund college degree programs for prisoners.
Soares told the newspaper he understands the "visceral anger" voiced by some. But adds that helping inmates repair their lives makes all of society safer by reducing recidivism rates. Quote: “I think the emotional reaction is going to be one of resentment. But the pragmatic reaction should be that this should be an opportunity to improve public safety.”
