State Police Accuse Pair Of Violating Education Law

A New York State police child abuse unit in Orange County has arrested two people accused of violating state education law.

Police say a joint investigation with county agencies revealed 79-year-old Charlene Patterson, also known as Margaret Patterson, a licensed Master of Social Work, was aiding and abetting 53-year-old Eduardo Talentino, also known as Elder Talentino, who claimed to be a Psychologist and/or Psychiatrist with a PhD but was treating clients without a license.

The pair worked at an office in the Village of Chester and the Center for ADHD in the Village of Washingtonville. Talentino was also purporting to be an FBI agent.

Both were charged with Unauthorized Practice of a Profession, a felony. Additional charges are pending.
