Albany, NY – NY Senator Charles Schumer has introduced legislation to change the formula that is used to allocate federal money to Veterans Administration hospitals and programs across the country. Schumer says the current system shortchanges the northeast in favor of states in the south and west. WAMC's Brian Shields reports.
