Voters in Winooski, which has one of the highest concentrations of new Americans and immigrants in Vermont, have decided to allow noncitizens the right to vote in local elections.
The amendment to the city charter now must go before the Legislature.

The Burlington Free Press reports that if it passes it would then go through another round of public input. It would then go to the governor for final approval.
Deputy Mayor and House Rep. Hal Colston says Winooski is the most diverse city in northern New England and the time has come for this kind of legislation to allow more voices in the democratic process.
