Two Vermont citizens groups want to change Burlington's charter.
The groups say they are unhappy with the city's leaders and local Democratic Party leadership. MyChamplainValley.com reports that the Burlington Tenants Union and Proposition Zero sent an email Sunday stating their intentions to start a petition to give voters the right to place citywide referendums on the ballot.

Any changes to a Vermont city’s charter must be approved by voters and the state Legislature to become law.
