Traffic was flowing by mid-afternoon Monday on Vermont Route 100 after dozens of anti-wind protesters agreed to move out of the road.
The highway was blocked for about two hours beginning late Monday morning when protesters moved in front of a truck delivering components to the Lowell Mountain wind project.
Green Mountain Power spokeswoman Dorothy Schnure says about 50 protesters were preventing a truck carrying a piece of a wind tower from turning into the construction site from the highway.
Protester Vicky Lewis says two people were arrested and given citations. The protesters moved after the two were released.
Anti-wind power activist Annette Smith, who wasn't at the protest, says the protesters hadn't intended to close the highway.
The Lowell Mountain wind project is under construction, but it has generated fierce protests from opponents who claim the project will mar the beauty of the area and have other unintended effects.
