Saratoga Accounts Commissioner Franck critical of struggling Housing Authority

The board of commissioners of the Saratoga Springs Housing Authority will remain in their place following a failed city council vote on a resolution last night calling on Mayor Scott Johnson to remove and reconstitute the board.

The agency has been embroiled in controversy for almost two years following complaints from authority residents of unsanitary living conditions and an audit by the office of New York State Comptroller Thomas DiNapoli released in November that showed the authority did not compensate its executive director in accordance with its own personnel policy.

The report also said it lacked appropriate internal controls for conference attendance and approving travel claims prior to payment, resulting in nearly $12,000 in questionable travel costs on out-of-state trips.

Saratoga Springs Accounts Commissioner John Franck wrote the resolution that was voted down last night. He spoke with WAMC's Patrick Donges.
