Springfield, MA – Massachusetts Governor Deval Patrick has filed a bill to change the terms and conditions of the emergency 52 million dollar loan the state gave to the city of Springfield four years ago. It would extend the deadline for the city to repay the loan. It would also require reforms in the way the city is governed to try to avoid another financial crisis.
