A Federal judge blasted the NYPD's Stop-and-Frisk policy yesterday, calling it an unconstitutional violation of civil rights. Mayor Michael Bloomberg and Police Commissioner Ray Kelly are furious, and plan to appeal, saying it's what keeps the city safe.
