Springfield, MA – The serial storms of January put down more than 50 inches of snow on parts of the region. Municipal snow dumps are rapidly filling up. Cities and towns may soon seek exemptions from environmental laws that ban the dumping of plowed snow into bodies of water .WAMC's Pioneer Valley Bureau Chief Paul Tuthill reports
