Federal prosecutors are filing charges against a woman whose attempted murder case was dropped by a Vermont county prosecutor because an insanity defense was planned.

In late February, an argument outside a downtown bar in Burlington, Vermont led to a shooting that seriously injured a bystander. The Chittenden County State’s Attorney recently opted not to file charges against one of the men, prompting criticism from the city’s police chief and mayor.

The prosecutor in Vermont's most populous county has asked a committee of health and law enforcement professionals to look at the possibility of setting up a safe injection site for heroin and other opioid users in order to reduce overdoses and get addicts more treatment.
