Vermont Senate Votes To Repeal School Spending Penalties

The Vermont Senate has approved a measure to repeal penalties for high-spending school districts that were part of an education bill passed last year. The underlying bill was designed to encourage school districts to merge with their neighbors.
Act 46 of 2015 included flexible spending caps — or thresholds — which many school districts have complained are not flexible enough. The Senate bill — which got unanimous preliminary approval on Tuesday — simply repeals the thresholds and penalties.

The House was set Tuesday to debate a different approach — lifting the triggers at which the penalties for higher spending would take effect. But that was put on hold when the bill was sent back to the Education Committee, which is working on several different options on what do about the penalties.
