Vermont Governor Says Climate Bill Has Constitutional Problems

Vermont Governor Phil Scott says he hopes the state Senate will address his concerns after the House voted to override his veto of a climate bill.
Republican Gov. Scott vetoed the state’s Global Warming Solutions Act on Tuesday. The House voted to override two days later.  It now goes to the Senate.  

During his Friday briefing the governor said he is concerned, but not surprised, about the House action.  “There are technical problems with the bill itself, a constitutional question, that is concerning.”

The Senate passed the original legislation with enough support for an override.
