On this program, WAMC's Alan Chartock and Professor, Author and State Government Expert Dr. Gerald Benjamin set the scene and provide context and analysis of New York Governor Hugh Carey's Wine and Roses Speech. In addition, listeners will have an opportunity to actually hear the speech as it was delivered on January 8th, 1975.
