Lawsuit Says State Ignored Abuse

A lawsuit has been filed against the Vermont Department for Children and Families alleging its social workers failed to act on reports of abuse and neglect of two Ludlow children for four years until local police intervened.

The suit alleges Richard and Krista Hudson abused both their children and vulnerable adults they invited to live in their home. It says family members began reporting signs of abuse in 2008, but DCF did not substantiate the abuse until Ludlow Police brought charges in 2012.

DCF Commissioner Dave Yacovone says the agency frequently gets complaints about insufficient or late intervention. But he says he can't comment on a pending lawsuit or on cases involving juveniles.
