Critics Say NY Corruption Fix Falls Short

New York state has new rules to stop independent political groups from unfairly helping candidates for elected office — though critics say the measure won't fix chronic corruption in Albany and could have negative unintended consequences.

Democratic Gov. Andrew Cuomo on Wednesday signed the measure, which he hailed as a significant reform. It strengthens the prohibition on coordination between candidates and independent groups and boosts disclosure requirements for lobbyists and advocacy groups.

The bill will also make some non-profits identify large donors, a move the New York Civil Liberties Union worries will discourage people from donating to groups involved in controversial advocacy, such as Planned Parenthood or gun rights groups.

Critics also note the new law won't close a loophole allowing limited liability companies to circumvent campaign finance rules.
