Pope Francis has appointed a new bishop for the Albany Catholic diocese. The Times Union reports that Reverend Monsignor Edward B. Scharfenberger, a priest from Brooklyn, will succeed Bishop Howard Hubbard, who has led the Diocese of Albany for 37 years. There will be a press conference at 11:00 a.m. this morning.
