Albany, NY – One of the key initiatives outlined in New York Governor David Paterson's 2010-2011 executive budget is higher education reform. Paterson's budget proposes an overhaul of the state's public higher education system, targeting areas like tuition policy and procurement. Philip Smith - President of United University Professions, a union representing thousands of academic and professional faculty in New York State - has been an outspoken critic of Paterson's higher education plans.
