As it tries to cut its spending to the bone, the NY office of parks and recreation is proposing cracking down on the program which offers free facilities access to people with permanent disabilities. But Hudson Valley bureau chief Susan Barnett reports it won't prevent a first, or even a second round of park closings and cutbacks.
