When there's a disaster, there's no time to research what community has what equipment, no time to figure out who does what. That's the idea behind the national incident management system, a federal coordination system to prepare for emergencies in the wake of Hurricane Katrina. Supervisors in Ulster County have been notified that NOT ONE community is fully in compliance with NIMS yet...and Washington is starting to retaliate. Hudson Valley bureau chief Susan Barnett reports.
