State Labor Commissioner M. Patricia Smith appeared with Democratic House Ways and Means Chairman Charles Rangel Monday morning in New York City to publicize programs that employers can avail themselves of to weather the sour economic climate.
The press conference was held at a Harlem Sporting Goods store that currently takes advantage of "The Federal Work Opportunity Tax Credit" - one of many programs offered.
The national unemployment rate for June 2009 came in at 9.5 percent, the highest such rate since August 1983.
