Kingston, NY – Local officials in Ulster County are promising to keep close tabs on an accused animal hoarder after all charges were dropped on a legal technicality. The case points out holes in the New York's animal abuse laws. .And some say a proposed amendment to those laws will actually make it harder to force people who collect - and neglect - animals to get help.
