Plattsburgh, NY – The city council in Plattsburgh is reviewing the budget submitted to them by the mayor. If off-the-cuff comments made by the mayor-pro-tem are any indication, councillors are looking at severe budget cuts or higher taxes. And that's something they'd like to avoid.
