Plattsburgh, NY – Sixteen states, many from the Northeast, are challenging the Environmental Protection Agency's new mercury pollution rules. The state attorneys-general are asking a federal judge to reactivate a lawsuit against a regulation that allows power plants to buy credits from other plants whose emissions fall below target levels.
