Audit Shows Most Employees at Low Risk of Fraud

An independent audit of the Vermont State Police payroll, requested after a trooper fraudulently claimed large amounts of overtime pay, has found that most employees were at a low risk of fraud.

The audit done by StoneTurn Group LLP shows that the process for approving, reporting and monitoring overtime is vulnerable to fraud, abuse and waste.
But the audit says the state is planning to implement a new payroll reporting system that is likely to address some of the problems.

The audit recommends that the state implement detailed reports to monitor overtime and have periodic independent reviews done to look at whether overtime is or was required.

It also found that supervisors provide "rubber stamp" approval of time reports and perform inadequate review.
