Democratic New York Gov. Andrew Cuomo says Congressional Republicans have "declared war on New York" with plans to cut another $2.3 billion in Medicaid spending by local governments upstate and on Long Island.
The cut in the Republican health care bill would end a requirement that local counties pay a local share of Medicaid costs. Cuomo, a Democrat, says the cuts would leave thousands of New Yorkers without health care, force hospitals to close and set back the upstate economy.
U.S. Rep. Chris Collins, the upstate Republican who sponsored the proposal, says it could reduce local property taxes by reducing the Medicaid burden on local counties.
